i will be gone for 3 weeks. how do i feed my fish and everything?

You get somebody to do it for you
Or get one of those automatic food dispensers .....

wut about water changes? i will have someone come in and feed them about twice a week so the water can stay a lil cleaner for the next three weeks.

Just do a couple of large water changes before you go. They'll get by fine. If you're having a friend feed, I'd leave them pre-measured amounts for each day, and have those amounts be less than you'd normally feed. Then when you get back, return to your normal routine.

should i have my friend come over everyday? or is 2 times a wekk okay with normal amounts of food i give?

I would go with less feedings, twice a week, that would be fine.
The less the fish are fed, will help keep the water a bit cleaner, lower the bio load,and streach the time between water changes.
If you follow Dans advice on the water changes and the prepackaged food, before you leave, there should be no problems.
