no, goldfish are dirty and get pretty big. some good choices for a 15 gallon would be most any of the tetras, mollies, platties, and other small community fish commenly found in your local fish store. if you're looking for something a bit more exotic then goramies may be good. there are also some dwarf cichlids but i personally don't know to much about those but someone else will on here could probably tell you more about them.
i also know from your previous post that you currently have a red devil in there and if you're planning on adding more fish to it i hope it means you have another tank to put the red devil in.

German Rams are a very nice dwarf cichlids for a 15 gal. I wouldn't mix these with your common tetras and barbs as that they will constantly chase and pester them to death. In a 15 gal. I would only recommend 3 Rams unless you have some experience then 4 will do fine. They are mild tempered compared to most other cichlids so mixing other dwarfs would work. Just remember they are still cichlids and need their own territory.
