I have one Eclipse Natural Daylight bulb over my tank. The bulb does not say the wattage. It seems very adequate for my, and my fishes needs.

My question is, how long each day should I leave this light on? I have no live plants in my tank, all plastic. At present I am only using the light a few (about 4) hours in the evening and about 1 hour in the morning. It seems like the tank was cloudy when I left it on longer. Do the fish need more light? The room has plenty of daylight during the day.

The time you leave the light on depends on a lot of variables, so trial-and-error may be the best method for you. Some of the variables can be the amount of daylight in the room (as you already mentioned); the species you keep; how many and what type of plants you keep in the tank (for you, zero, but it's a consideration for others); etc. With your specific situation, I think you've already found what works best.
