HEHEHE not hardly.... Especially with an Oscar one emp isnt going to cut it , but if you have a few small fish instead it might be ok

Its the bio load, and mess from the Oscar. They need the extra filtering. Now if you don't get it, its not like your fish will die. However to keep him healthy, and your water clean, you will need to do way more water changes, gravel filters, and you will have to change filter media more often as it clogs up. If you can't buy them both at the same time, thats not a big deal, your O, isn't full grown yet anyhow, so get one now, and get the other one in a month.

Imagine a full grown Oscar at 15 or so inches , They weigh a nice pound or 2, now imagine 30% of there body mass put off in urine...That is what they do everyday. 30% body mass is produced in urine everyday and that isnt even counting the poo.
Your Oscar is probably already stunted being in a tiny tank with trates going amock,id bet rite now they are 80ppm or more, unless you do water change everyday like you need too.
We are here to help you, so let us.. Like said above 1 emp 400 is ok for now but in a few months if fish not already stunted you will need more filtration. Mine is 5months old and 11inches long, how old is yours at 4.5 inches??PS: let us know what water parameters are in you tank please PH,Ammonia, nitrites, and nitrates. WE can help you a little better
