Holes in the bottom are usually designed for standpipes.
The way they work is a bulkhead (with a rubber gasket) is screwed onto the glass. Each side of the bulkhead is bigger then the hole while the threads are slightly smaller so when the bulkheads tightened it makes a complete seal on the glass.
A pipe raises up inside the tank to the desired water level. Water goes down the pipe - through the bulkhead and another section of pipe into the filter/sump

Some standpipes only drain whatever enters the top of the pipe and others have holes in the top few inches of them.
Hopefully that makes sense.
The bottom side of the pipe can be straight,angeled or curved. Whatever it needs to be to reach the filter. Although curves tend to make the least amount of noise.
