I recently acquired a used 20 gallon tank complete with stand, lid and gravel. It has been sitting around for a while with the gravel in the bottom of the tank. I am boiling the gravel to get rid of any unwanted bacteria, but am unsure as to how to clean the tank itself. It's quite dirty with some type of hard water build-up or something on the glass. How and what do I use to clean the tank before setting it up?

Well, DON'T USE BLEACH! I always say that!

I always use Vinegar and hot water. The glass can't harbor much bacteria so it's normally not a problem. If you have bad hard water spots that you can't get rid of, then make an acid paste. Just take about a cup of baking soda and a half cup (or more) of vinegar. You can add more or less to get a good thickness! It will fizz up like crazy, when it quits fizzing mix it a little with a spoon. That will make it fizz more, when it quits fizzing all together then its ready. Just rub that stuff on there it will take anything off!
