Filter question

Good morning-- I have enjoyed looking through this site and now have a question for you. I have a 55 gal. tank set up with a filter that hangs over the back (<75 g) and an under gravel filter. I have had this tank up and running for 6 months. During that time I have lost power or had surges 3 times. When we have apower surge, the back filter losses its siphon and starts to make an awful racket. The first time this happened I was out to dinner and came back to find almost every fish in the tank looking almost dead. I thought the noise had shocked them. Last night we had a power surge and so I decided to unplug the back filter for the night (in case of another surge) and I lost one of my top fish (Jack Demsey), he was floating at the top. All the other fich looked near dead and slowly seemed to come back to life after I restarted the filter, turned on the lights and feed them. I have asked at our local fish store and they said they do not understand why this would happen. My undergravel runs without problems 24 7. Just wondering if any one has ever had this problem??
Also since I am buying another filter, can anyone recommend a filter good for my tank, one that is adequate, cost friendly and quiet?
Also anyone ever have leopard blowfish, know what their preferred diet is?

not sure what kind of powerfilter you're using but it should restart very easily on its own unless your water level is very low but if your shopping for a new filter try http://www.bigalsonline.com or http://www.petsolutions.com i've dealt with both and both have great prices and very good service and selection (i know sounds like a commercial):D

If your getting a new filter try an aquaclear 500 or a emporer 400
the link cich1 already gave for bigals has good prices on them.
