Yes it is true that plants can REDUCE the amount of algea because they will consume the nutrients that the algea needs to grow, but it won't completely fix a problem.
what is your Nitrates at? when you have high nitrates that can cause you to have an overgrowth of algea.
I have most of tanks right in the sun or around a window so they are either in the sunlight or in a well lit room. Plus I turn the lights on for part of the night, so I would say they are in the light for about 18 hours a day and I have no algea what so ever.
If you keep you nitrates really low you shouldn't
