How big is he,whats his appetite like and how big is your tank?
I originaly started with one Oscar and found that when I added another his appetite increased a lot as he now had competiton for the food (first up they used to fight for it)

He may also have a parisite or the ph may need ajusting, temp, water quality etc.

Anyway if its none of these try added a mate of the same size.

try varying the diet. give him a variety of foods, pellets, bloodworms, beefheart, peas, mealworms, crickets, etc. there is also a special type of pellets called oscargrow, i forget who makes them, but they are supposed to accelerate the growth of oscars.

I agree, vary the diet, and also make sure your water is clean, ie no bad levels of nitrite or nitrate etc.....if your water is good and the oscar is eating enough, it should grow pretty fast.
