ok my tiger oscar is bein really lazy any reason why that might be?

Are you setting a good example?    More seriously, it could be quite normal.  if you could tell us a little more we'd have a better guess.  How big is the fish?  What size tank is he in?  Is it a new setup, or has it been running for awhile?  Have you tested the water (ammonia/nitrites/nitrates)?  There are a lot of possibilities.  All this info might have a bearing on your question.
