my lil oscar, about 1.5 inches have lil specks near its gils, about 6 on each side. is it normal?

Does it look like salt or little white blisters? Could be Ick. Have you noticed scraping on the bottom of the tank? If so, probably Ick.

Well if it is ick, just try some anti-bio treatments, most important is frequent water changes, keep water clean, and low in nitrites/nitrates,ammonia etc....
